MED CLOUD CIPHER™
Critical Information Preservation, Handoff & Emergency Retrieval
The problem
What happens to critical patient information when the patient cannot communicate and conventional information pathways are unavailable, inaccessible, degraded, or interrupted?
When someone cannot speak for themselves and the usual digital pathways fail, responders may lack allergies, medications, major conditions, and other critical anchors. CIPHER is being developed to keep a bounded set of that information available under defined conditions — not to replace hospital charts or EMS documentation systems.
CIPHER addresses continuity of a bounded critical-information record across pathway loss, host degradation, and care transitions. Design goals include separation of protected historical profile from current incident data, explicit provenance and integrity context, and recovery concepts under degraded conditions. Production authentication, cryptographic attestation, and hospital connectivity are not claimed in the current prototype.
Bounded critical information
CIPHER is not intended to duplicate a complete EHR. It focuses on a deliberately limited emergency-relevant subset.
- Identity anchors
- Current medications
- Critical allergies
- Major conditions
- Usual / baseline status
- Emergency contact
- Medical devices
- Recent critical care

CIPHER Trust Layer
A responder should not merely see information. The architecture is intended to associate bounded emergency information with context for trust and uncertainty.
Source & provenance
Where the information came from and how it was associated with the record.
Timestamp & recency
Age of the information and whether it may be stale relative to the current incident.
Integrity & status
Integrity signals and information status — not clinical validation claims.
Conceptual information states under investigation:
Trust-layer states are architectural/research concepts and are not presented as clinically validated production capabilities.
Three functions
Critical Information Preservation
Maintain a bounded critical-information record designed for continuity and recovery under defined conditions.
Emergency Retrieval
Support rapid access when a patient cannot reliably provide information and conventional pathways may be inaccessible.
Handoff
Support structured continuity during EMS-to-emergency-department transitions without overwriting the protected record.
Protected record vs incident observations
Hand-Off is designed so current incident observations do not overwrite protected standing patient information.
Standing patient information
Bounded historical profile — medications, allergies, conditions, and related anchors intended to remain intact across incidents.
Current incident observations
Scene and transport context for this event only. Incident notes remain a separate domain and must not replace the protected source record.
Structured receiving-care handoff concepts may reference familiar EMS structures (for example MIST/ATMIST) as workflow context only — not as production ePCR or hospital integration.
Ecosystem
MED CLOUD Personal™
Patient-facing critical emergency-information management for the bounded standing profile.
MED CLOUD Responder™
Rapid authorized retrieval and Quick Snapshot optimized for speed, readability, and trust signals.
MED CLOUD Hand-Off™
Structured EMS-to-ED continuity. Incident notes never overwrite the protected historical record.
Complementary continuity technology — not a replacement for EHR, ePCR, or HIE systems.

Future concept
MED CLOUD RoadLink™
A possible future vehicle/emergency environment connecting supported mobility contexts with the CIPHER emergency-information ecosystem.
RoadLink is not a Prototype 1 requirement, not a current production capability, and does not represent an existing vehicle-OEM or telematics partnership. CIPHER remains the flagship.
